PREAMBLE

With the horseshoe pitchers of Colorado having the knowledge that the sport of horseshoes promotes a healthful, recreational pastime and competitive sport suitable to all persons, young and old, male and female, and desiring to promote, foster, develop, and provide proper facilities for horseshoe pitching activities, while insuring the continued growth and existence of this sport through the State of Colorado, do hereby reestablish this Constitution and By-Laws for the Colorado Horseshoe Pitchers Association.

CONSTITUTION

ARTICLE I - NAME

Section 1  The name of this organization shall be known as the Colorado Horseshoe Pitchers Association, hereafter referred to as the CHPA.

Section 2  Headquarters shall be located in the city of the secretary.

 

ARTICLE II - PURPOSE

Section 1  The purpose of this organization is to maintain and increase interest in horseshoe pitching for its members, and to exercise a general care and supervision over all activities of its members initiated and/or conducted by the association as permitted by the National Horseshoe Pitchers Association, hereafter referred to as NHPA.

Section 2  To promote, conduct, and manage annual state tournaments (singles, doubles, tournament of champions and league) for the members of the CHPA, the results of which shall determine the state championship in various classes as well as the state league championship. These tournaments shall seed the top class as a championship class followed by class A, B, etc. League championship shall be determined by the top finisher.

Section 3   To conduct this association as an organization of nonprofit.

 

ARTICLE III - AFFILIATION

Section 1  The CHPA shall be affiliated with the NHPA.

 

ARTICLE IV - OFFICERS

Section 1  Officers of the CHPA shall be the President, First Vice-President, Second Vice President, Third Vice President, Fourth Vice President, Secretary and Treasurer. Offices of the secretary and treasurer are separate.

Section 2  The officers are elected by a majority vote of the regular membership; including juniors.

Section 3  The officers are elected annually by written ballot.

Section 4  The officers will be elected for two (2) year terms - beginning October 1, following the election. Election years of the seven officers will be staggered, with the President, Treasurer, Second Vice President and Fourth Vice President being elected in even-numbered years and the First Vice President, Third Vice President and Secretary being elected in odd-numbered years.

Section 5  Old and new officers will meet in October to effect a smooth transition of duties and operation.

 

ARTICLE V - BOARD OF DIRECTORS

Section 1  The President can appoint twelve (12) additional members to the Board of Directors and join the
seven (7)
officers as the Executive Council.

Section 2  The appointments shall consist of: (a) Men’s Representative, (b) Women’s representative, (c) Junior’s Representative, (d) Junior Coordinator, (e) Publicity Coordinator, (f) Promotional Coordinator, (g) State Statistician, (h) Voting Chairman, (I) Newsletter Editor, (j) Regional Director, (k) Past President, (l) Colorado member(s) of the NHPA Council and (m) Appointed at large four (4) members for voting purposes.

Section 3  They will be voting members.

 

ARTICLE VI - AREA REPRESENTATIVES

Section 1  There can be an Area Representative from each CHPA sanctioned club.  The club president shall be the representative. In addition, the CHPA president can appoint an area representative from the following areas: Western Slope, Mountain Region, and Eastern Colorado.

Section 2  The area representative shall represent their region at the annual general membership meeting.

 

ARTICLE VII - MEETINGS

Section 1  “Roberts Rules of Order" shall govern the conduct of all meetings.

Section 2  A lawful meeting, other than the annual general membership/Executive Council meetings, shall be:

1.   One called by the president.

2.   One called by petition of twenty-five (25) CHPA members.

Section 3  The president shall conduct one (1) executive council meeting each year. The executive council meeting shall be in November prior to the start of the next season. All valid matters concerning the next season shall be covered at this meeting.

Section 4  The president shall conduct an annual general membership meeting, the first or second Saturday in April each year.

 

ARTICLE VIII - CONSTITUTION AND BY-LAW AMENDMENTS

Section 1  Amendments to the CHPA Constitution and By-Laws must be submitted in writing to the president by April 1, prior to scheduled general meeting of the CHPA membership. Amendments must be signed.

Section 2  This Constitution may be amended by a two-thirds vote of the members present at the General Membership Meeting.

Section 3  The By-Laws may be amended by a majority vote of the members at the General Membership Meeting.

Section 4  All Constitution and By-Law changes voted by the membership at the General Membership Meeting shall become effective immediately upon completion of the General Membership Meeting.

 

BY-LAWS

ARTICLE IX - RULES

Section 1  The Rules of the NHPA shall govern in all cases unless specifically stated as otherwise in  these  By-Laws. (There are cases when state charters cannot change NHPA By-Laws and Rules and Regulations.) Should subsequent NHPA rule change conflict with these By-Laws, the CHPA will adhere to said change when  it becomes effective.

Section 2  All disciplinary actions shall be determined by the Executive Council in accordance to NHPA rules.

 

ARTICLE X - DUTIES OF THE OFFICERS

Section 1  The duties of the CHPA officers are as follows: Prepare and distribute  copies of the scheduled tournaments for the year, manage and direct the State Tournament(s) and State League Playoffs, with the assistance of the host club(s); assist new clubs in the establishment of their courts and proper method of running tournaments; appoint delegates to the National Convention; keep proper records and sell and distribute NHPA cards; and insure proper conduct of state pitchers in all sanctioned tournaments. (This includes excessive profane and foul language, bad checks, and other problems that affect the sport of horseshoe pitching within the State of Colorado, and interpret and enforce the NHPA handbook of official rules).

Section 2  The function of the Executive Council is to facilitate communication and to interpret and act upon the NHPA and CHPA Constitution and By-Laws. The Executive Council is the communication link between all Colorado clubs, and the NHPA council. The council’s purpose is to meet the needs at the grass roots in order to serve the NHPA membership in Colorado.

 Section 3  President

Para A:  It is the responsibility of the president to “protect the state Charter of Colorado”, and therefore understand the NHPA By-Laws, procedures, and news that is presented in the NHPA Newsline in order to promote the sport and the people who participate in the game in Colorado.

Para B:  The president can appoint twelve (12) additional members to the Board of Directors plus four (4) at large voting members (see ARTICLE V - BOARD OF DIRECTORS).

Para C:  Preside over state and executive council meetings and administer the CHPA/NHPA system for the benefit of the membership in Colorado.

Para D:  Plan the business of the executive council for the benefit of the CHPA/NHPA membership in Colorado.

Para E:  Consult with the membership on program plans and events.

Para F:  Appoint necessary committees and task force groups.

Para G:  Confer with national, state, and club officers.

Para H:  Make appointments for unexpired terms.

Para I: Serve as ex officio member of all committees and task forces.

Para J:  Monitor the responsibilities of all state officers. In case of proven negligence of any state officer, the President will propose what action should be taken to the Executive Board and ask for a vote. Two-Thirds (2/3) majority of the members present must be reached before action can be enforced.

Para K:  Arrange for two state meetings each year.

Para L:  Institute all state tournaments each year.

Para M: Coordinate and sign off on all NHPA reporting.

Para N:  Appoint delegates to the NHPA convention.

Para O:  Approve all expenditures.

Para P:  Direct State Doubles and Tournament of Champions. Will alternate with Treasurer.

Section 4  First Vice President

Para A:  The first vice president must be able to carry on the duties of the president if that void were to exist, and therefore, must    be completely familiar with the president’s role.

Para B:  Serve as League Director in Colorado, and shall direct and oversee the planning, organizing, scheduling, and seeding of the state league playoffs. Promote and inform league pitchers about any national sanctioned league tournament.

Para C:  Serve as  the main contact for organizing new leagues in Colorado.

Para D:  Contact all leagues for league State Tournament playoff entries.

Para E:  State banquet draw for seeding of State league playoff.

Para F:  Work to increase league membership and contact all clubs to send list of officers and league year-end results to the Double Ringer newsletter. Keep CHPA web page league contact list updated.

Para G:  Assist at State Singles Tournament.

Section 5  Second Vice President 

Para A:  The second vice president shall serve as the CHPA Hall of Fame director. Oversee funds, building or display now located at the Knaub Arena in Miliken, Colorado.

Para B:  Will chair the Hall of Fame meeting prior to the general meeting to select new Hall of Fame inductees.

Para C:  Order trophies for inductees---Hand out trophies and H.O.F. Patches at State Banquet.

Para D:  Take pictures of Hall of Fame inductees at State Banquet.

Para E:  Assist at State Singles Tournament and one other State event.  

Section 6  Third Vice President

Para A:  The third vice president shall serve as the CHPA state banquet and awards night director.

Para B:  Work with horseshoe clubs hosting the state tournament to find banquet hall. Develop banquet flyer on date, place and cost. Flyer to be inserted in the Double Ringer newsletter by July.

Para C:  Place order with trophy shop on all Hall of Fame, special awards and State tournament trophies. Pick up and deliver all trophies for state tournament on first day of event as well as for banquet awards night.

Para D:  Oversee State banquet, set agenda-program, speakers, photographers and awards.

Para E:  Assist at State Singles Tournament and one other State event.

Section 7  Fourth Vice President

Para A:  The fourth vice president shall oversee State Horseshoe Publicity. Will assist the Double Ringer newsletter editor, promotion director, the publicity director and the web master when necessary.

Para B: Will assist the newsletter director with printing and distribution of the Double Ringer.

Para C:  Will oversee the annual election of officers.

Para D:  Will contact tournament directors for flyers to be distributed via the Double Ringer publication.

Para E:  Assist at State Singles Tournament and one other State event.   

Section 8  Secretary

Para A:  Serve as the secretary to the president and at the request of the executive council.

Para B:  Sit at all meetings and provide a continuing record of various meetings, decisions reached, and committees appointed. Serve as group memory and maintain CHPA Constitution & By-Laws.

Para C:  It is the secretary’s duty to inform other officers on all matters, and where the group stands in relation to the goals it has or the problem it has defined.

Para D:  To inform local club presidents, tournament directors, and board of directors any procedure   of interest initiated by the NHPA or the CHPA.

Para E:  To give background information to new officers as they assume their responsibilities as member of the executive council.

Para F:  To publish to the membership all minutes of meetings.

Para G:  To establish and secure the approval of the tournament schedule. This schedule should be distributed by January 1 for sanctioned tournaments, which will include the late winter/early spring singles tournaments.

Para H:  Serve as tournament director of singles Colorado State Championship Tournaments and assist at one other State event.

Para I: Shall provide itinerary for all meetings.

Section 9  Treasurer

Para A:  The treasurer shall keep all financial records for the CHPA. These records are to be made public twice each year (through the Double Ringer publication) to the membership or as often as directed by the president. The responsibilities of this office may overlap at times with the secretary relative to the annual NHPA membership campaign. Performance of tasks with the secretary is critical.

Para B:  Deposit all money and account for all the CHPA’s financial transactions.

Para C:  Sit at all meetings called by the president and to be prepared to provide and explain the financial position of the CHPA.

Para D:  Share any financial concerns with the executive council each year.

Para E:  Assist the executive council in the purchase of any supplies, rentals, or other special leases and purchases.

Para F:  Shall prepare for financial audit once each year. Auditor shall be appointed by membership at the General Membership  Meeting.

Para G:  Will provide  a  complete  financial  statement including all income and expenses each month, plus a bank statement to the CHPA President and Secretary. After the president has approved and signed all expense reports, he will send the expense report to the Treasurer for payment and send all receipts to the State Secretary for filing.

Para H:  Direct State Doubles and Tournament of Champions on alternate years and assist at State Singles Tournament. 

 

ARTICLE XI - DUTIES OF THE BOARD OF DIRECTORS

Section 1  Sit at all meetings and participate actively as a promoter of the game.

Section 2  Serve the president and the executive council actively in the capacity requested.

Section 3  Actively serve the best interest of the special group or activity, which they specifically represent.

Section 4  Actively promote people in the special interest group or activity.

Section 5  Men, Women, and Junior Representatives: Shall act as initial contact from a CHPA member of their group that has a complaint or concern on general matters.

Section 6  Junior Coordinator: Shall promote the junior horseshoe pitchers program and serve as chairman of the junior scholarship committee.

Section 7  Publicity Coordinator: Shall perform such duties as will foster a public awareness of CHPA activities. In addition, they shall be the CHPA representative for the NHPA Newsline, and the Double Ringer publications. Inform any newspapers and TV media of any  CHPA activities.

Section 8  Promotional Coordinator: Shall promote the CHPA through corporate sponsorship and oversee sponsorship for all state events.

Section 9  State Statistician: Shall keep accurate records of all CHPA sanctioned tournaments, and distribute results to tournament directors. All income and expense shall be accountable to the CHPA Treasurer. 

Section 10 The CHPA Newsletter Editor of the Double Ringer will be the editor/publisher and report all income and expense to the CHPA Treasurer. The publication will be published six times each year. 

Section 11 Voting Chairperson shall provide the ballot for the election of officers and oversee the voting for Hall-of-Fame, Arch Wood Sportsmanship, Ted Allen Memorial and Junior Scholarship awards.

Section 12 Past President serve as  CHPA honorary board member.

Section 13 NHPA Council member as CHPA honorary board member.                                                              

 

ARTICLE XII - MEMBERSHIP DUES

Section 1  Membership dues will be prescribed by the NHPA and CHPA. Current dues are NATIONAL:  Whatever the NHPA is currently charging. STATE: $8.00. Local clubs charge as they see appropriate for proper operation of their particular needs. State dues for juniors is $1.00. All dues are payable to the state treasurer.

Section 2  NHPA card will be available ONLY from the State Treasurer, or person or persons designated by the State President in case of emergency.

 

ARTICLE XIII - EXPENDITURES

Section 1  Officers and Board of Directors (Executive Council) shall be reimbursed for expenditures that occur during their term of office. For expenditures, see CHPA By-Laws ARTICLE X, Section 3, Para O (duties of president).

Section  2

Para A:  All State officers who travel at least 60 miles one way to the State Singles Tournament site and assist with the tournament  both days will be offered $50 compensation during the tournament. To be paid by the CHPA.

Para B:  The Colorado Horseshoe Pitcher’s Association will offer a complimentary NHPA and State membership card to all existing officers of the CHPA plus a subscription to the NHPA Newsline. This expense will be paid by state funds.

Para C:  The CHPA Secretary and the CHPA Treasurer will each be offered 50 cents per member to be paid from state funds, and paid September 30 of the year following year of service.

 

ARTICLE XIV - AREA SANCTIONED TOURNAMENTS

Section 1  The Colorado State secretary will coordinate the publication and distribution of all Colorado sanctioned tournaments each year, no later than January 1.

Section 2  NHPA cards will be required by all pitchers at all area sanctioned events (tournaments and leagues). Any person who pitches in a sanctioned tournament in Colorado without an NHPA card, will be barred from any further tournaments during the next one year. This person will also be stripped of any awards and patches if won while pitching without a current NHPA card.

Section 3  Participant’s average must be based on the three highest percentages or the three highest of the last ten (10) sanctioned events pitched during the year preceding the current tournament date. 

 

ARTICLE XV- STATE TOURNAMENTS (Singles/Doubles/Tournament of Champions/League)

Section 1  NHPA card will be required to participate in all state run tournaments.

Section 2  ENTRY FEE:   Entry fee, prizes, and cash awards will be determined by State Officers.

Section 3  STATE TOURNAMENT SITES(S):  Site of both singles and doubles Annual State Tournaments will be voted on and determined by the state membership at the general membership meeting held in early April for the following year. Clubs desiring to host the State Tournament(s) should submit invitations by April 1, prior to scheduled general meeting of the CHPA membership, and should include details of the facility available and advantages they have to offer. In the event no invitation to host the State Tournament(s) is received, the Executive Council will proceed with arrangements. The Tournament of Champions to be determined by state officers. The state   league site will be the previous year’s team winner’s location (see PAGE-8, Article XVI - STATE LEAGUE CHAMPIONSHIP). All decisions affecting the conduct of the Tournament(s) will be made by the State Officers.

Section 4  QUALIFICATIONS - SINGLES:  Colorado State adult must have competed in at least three (3) NHPA sanctioned events: Can be Singles, Doubles and in a certain case one League if at least 400 shoes are pitched. The League average can be used as the third sanctioned event if the adult has only pitched in two sanctioned tournaments. These three (3)  sanctioned events must be in the twelve months preceding the deadline date listed on the current State Tournament entry form (Deadline date must be two Mondays prior to the event). Juniors who wish to enter the State Singles must have pitched in one of the above mentioned sanctioned events prior to the deadline date. State Tournament will use the NHPA NATSTATS for qualifications and averages.  

Section 5  QUALIFICATIONS - DOUBLES:  ARTICLE XV, Section 4, CHPA By-Laws shall apply for State Doubles Tournaments, with the exception of the period of qualification and the 105% team cap. The period of qualification is the twelve months preceding the deadline date listed on the current State Doubles Tournament entry form.  A cap of 105 (combined average, based on each participants three highest averages) shall be used to initiate a team. No team shall be established or initiated if their combined average is 105.1 or higher. Any doubles tournament with a cap over 105.0 shall not be used as a team qualification record for the State Doubles Tournament.

Section 6  QUALIFICATION - TOURNAMENT OF CHAMPIONS:  Article XV, Section 4, CHPA By-Laws shall apply for Tournament of Champions, with the exception of the period of qualification, which shall be previous years 1st place tournament win in Colorado at any sanctioned NHPA tournament. The tournament director shall seed the top class as a championship class followed by class A, B, etc. The tournament site shall be determined by the state officers.

Section 7  CLASSES:  State Officers will have full control of all State Tournaments. This includes the number of participants in each class, entry fees, cash payoffs, and awards. Games will be forty (40) points maximum or less as designated by your CHPA State Officers (Amendment 4-6-85 at Fort Collins). Women’s and Junior’s classes will be provided for, even though enough participants are not present to pitch. All participants will be available for briefing at least 30 minutes prior to scheduled pitching time.

Section 8  LATENESS:  Any player who is five minutes late for the first game will forfeit this game. If player has not arrived at the beginning of the second game, this player will forfeit ALL remaining games scheduled for the tournament. There will be no refund of entry fees for forfeit/late players.  His/her opponent will start the first game, and should the late player not arrive within five minutes after the game is begun, the game shall be completed to the point goal for percentage by the opponent, who will be awarded a “win”. Should the late player arrive within five minutes of the start of the first game, he/she shall begin and assume the score already accumulated. Should the late player forfeit all games, players whom would pitch the absent player progressively from game two shall be awarded a “win” and either a) given a forfeit/bye, or b) pitch with a pacer for percentage only. Pacers should be used if available, This will be determined by the Tournament Director. This rule applies in Doubles Tournament, with the exception that if one player from a team is late, the team itself is deemed late, and the opponents shall begin the first game, using rule above.

Section 9  FORFEITS:  In Tournament competition, the wins and losses and all statistics accumulated shall remain in the books for both: a pitcher who has to forfeit one or more games due to illness or any other reason, and for all other players. Opponents shall be awarded a “win” for forfeited games only.

 Section 10  BYES/PACERS:  A “Bye” is indicated only when: (a) round-robin class is not filled sufficiently, or (b) advance notification of absence is given. All other circumstances shall be deemed “Forfeit”. Wins are not recorded for Byes unless a pacer is utilized. A “Pacer” should be used when available for entrants to maintain their tournament condition, while accumulating percentage. A pacer is recommended for Byes, but can also be utilized for Forfeits. A pacer should match or exceed the competitions pitching ability, however, this is not mandatory. Pacers can be used in Doubles Tournaments. If a pacer is used for one, a pacer must be used for all. The pitcher of record has the choice of pitching rotation. Percentage will count for the pitcher of record, but team will forfeit all games.

Section 11  ABSENCE:  No refunds for absence, except in extreme emergencies. An absence shall be either a) deemed a Forfeit/Bye by tournament director, or b) a pacer may be used.

Section 12  PLAYOFFS:  In the event of a tie for first place in any class, a playoff will be held and proceed as follows. If three (3) contestants (or teams in Doubles) are involved, the one with the highest tournament percentage will sit out and play the winner. If four are involved in a tie, determine by ringer percentage Number 1, 2, 3, and 4, then 1 plays 4, 2 plays 3. Winners of this play will then compete for the championship. If more than four, follow same formula. Tie-breaker for ties other than first shall be determined by ringer percentage.

Section 13  DRESS CODE:  All participants in the Colorado State Tournaments MUST wear a shirt with name neatly lettered on the back. Tape or marker lettering, etc. on shirt is not acceptable. Thus, participant shall be disqualified.

Section 14  CONDUCT OF PLAYERS:  No contestant or member, while opponent is in pitching position, shall make any remark or utter any sounds within the hearing of opponent, nor make any movements that does or might interfere with the opponents pitching. A player, when not pitching must remain on the opposite side of the stake to the player in action and to the rear one-quarter (1/4) of the  pitcher’s platform behind the stake. No member shall engage in heckling or unfair rooting for any player in the tournament or against any player in the tournament with or without malicious intent, not violate NHPA rules, or be guilty of unsportsmanship in any form. Such players may be barred from further participation in the tournament resulting in forfeiture of all games and subject to a majority vote of State Members and be suspended for one (1) year from the State Association. No player shall offer to lose a game to alter the final outcome of the tournament. Such offender shall be immediately reported to the tournament directors. NHPA guidelines shall be followed in any event.

Section 15  SMOKING AND DRINKING:  No smoking, chewing of tobacco, or drinking of any type of alcohol in the pitching area during the State Tournament.

Section 16  AGE 70 AND OVER:  Any participant 70-years old and over prior to the tournament and meets the qualifications in ARTICLE XV, Section 4, may pitch from any distance of 30 feet or more. Thirty-feet participants shall be seeded with the 40-feet participants. Should two (2) or more 30-feet participants be seeded within the same class, they will be removed from the 40-feet class, and pitch a multi-round robin for the 30-feet championship of the class for which they were originally designated. Should one (1) 30-feet participant be seeded in a particular class, they will pitch with the 40-feet class, they will not be awarded wins or losses, and irregardless of the outcome of a given game, their 40-feet opponents shall be awarded a win. Proof of age might be required by the tournament director. Any pitcher who enters the tournament with an average from 40-feet must remain at that distance for the entire tournament and may not move up to a closer distance. A 30-foot participant pitching with the 40-foot class as pacer shall automatically be deemed 30-foot Champion in the class in which they participate. If the tournament committee desires, it may use the NHPA rule ARTICLE VII, Section 9.

Section 17  RESIDENCE REQUIREMENTS:  For the six (6) months prior to the State Tournament (singles and doubles) date, continuous residence and employment or retirement must be proven to the Tournament Directors to qualify for entry and participation in the State Tournaments. Active military personnel may be exempt from the residence rule.

Section 18  STATE TOURNAMENT DATES:  The “Singles” State Tournament will be held on Labor Day weekend or the weekend prior or the weekend after Labor Day as determined by the state officers. The “Doubles” State Tournament will be held during the month of January. The state officers will determine the “Tournament of Champions” date. The state “League Championship” shall be held in the month of September.

 

ARTICLE XVI - STATE LEAGUE CHAMPIONSHIP

Section 1  ELIGIBILITY:  All teams entered must be a Colorado/NHPA sanctioned club/league to be eligible to participate in the Colorado State League Championship Playoffs. All team members must have a current NHPA card.

Section 2  ENTRY FEE:  Entry fee shall be $30.00 per team. Cash awards for State League Championship shall be as follows:  Cash awards for the State League Tournament will be $250 for first place, to be divided between Club and team ($100 for club and $150 to the team to be divided evenly between all members of the team). Ninety ($90) will be awarded to the second place team, to be divided evenly between all members of the team. Sixty ($60) will be awarded to the third place team, to be divided evenly between all members of the team. Entry forms and final NHPA statistical sheet must be submitted to league coordinator two weeks prior to State League Championship.  Championship shall be held the third weekend in September of each year.

Section 3  FORMAT:  Format shall be count-all, 50 shoe games, utilizing 90 percent handicap. Club president must submit signed verification of all participating members handicaps, including designated alternates.  Teams can be mixed men, women, and juniors.  Team shall not participate in more  than two matches per day, or at the discretion of the CHPA Officers present at the tournament.  NOTE: It is possible that teams in the finals could play 12 games in one day. If the score is tied at the end of regulation play, the score will remain a tie and further play will continue as follows: One complete round is to be played with  "A" pitcher competing against a "A" pitcher, "B" pitcher competing against "B" pitcher and "C" pitcher competing against "C" pitcher. If teams are still tied, another round is played in exactly the same way.

Section 4  TEAMS:  Each Colorado League may enter one representative team, the first place team if possible. Teams shall consist of three members. Each member must have been a regular member of the  league during the season for which they are representing, unless a valid reason for not is submitted and authorized by CHPA League Coordinator.  Leagues may enter one (1) team per season of sanctioned league play. Seasons shall be fall league session of previous calendar year (September through December), winter league session (January through April), and summer league session (May through August).

Section 5  ALTERNATES:

Para A:  Each team shall notify the CHPA League Coordinator at the time of entry and designate one (1) alternate for each member of the participating team. Alternates shall only be eligible to substitute for the (1) member for which they are designated. Alternates must be declared at least 72 hours prior to the beginning of the event.

Para B:  Only one (1) alternate may be used per team each day of the tournament play. If two original members of the team cannot compete each day of tournament play. If two original members of the team cannot compete each day, then the team will forfeit.

Para C:  Alternates handicap must be plus or minus ten (10) points of the member they are designated as alternate. Handicaps will be determined by the state league coordinator based on statistics provided by the club. All teams in the tournament will use the 90% handicap system.

Para D:  The CHPA League Coordinator has authority to alter paragraph C if club / league is unable to meet the 10-point requirement.

Section 6  SITE:  The site of the current years championship location shall be the previous years team winners club site. If that team/club cannot host the tournament the CHPA league director (VP) shall appoint a new tournament site. Facility must have a minimum of eight (8) courts.

Section 7  FORFEIT:  Any team who has not arrived by the beginning of the second round robin will  forfeit all remaining games scheduled. There will be no refund of entry fees for forfeited teams. In the event that a participating team member and his/her alternate are unable to complete a game or complete in any game, this will be deemed a forfeit.

Section 8  RESIDENCE REQUIREMENT:  For the six months prior to the State League Tournament, continuous residence, employment or retirement must be proven to the tournament director to qualify for entry and participation in the event. Military personnel may be exempt from the residence rule.
